CountryTag is a server mutator that tries to find (In Practice 95% found) the players countrycode
in a database and ads a tag to the players name.
The tag is added when the player dies for the first time or
when a player enters the server after 30 seconds the game has started.(for performance reasons)
An extra check is done on a timeinterval basis.
