Yea, homeservers are easier as Dedicated Servers, thats right.
But HomeServers didnt have the IngameDediSettings to configure all Settings. You can only set small types of it.
Dedi are much greater.
You must differ, IngameSettings, WebSettings and StartupSettings.
StartupsSetting have only DediServers and thats the point of it.
Dedi are startet with a bunch of Code in the Comandline, that didnt have the IngameStartup for DediHomeServer.
Home Server, you fire up UT2004 in Win, goto Hostgame a.s.o, yyou run the HOLE Game
DediServers only run Servers without a grafic interface and startet with

The "grafic interface" for Servers are Webadmin. BUT it didnt have the hole Settings like IngameDediStartup. So we must set some ini tweaks
